Ministry of Natural Resources has ratified plan of bill and standard legal work for the nearest 2 years. The plan includes working out and participation in preparation of about 300 standard legal documents, including 142 bills.
First of all in 2002 bills licensing certain kinds of activity, conversion of the grounds from one category to another, reservation and formation of territorial zones, regulation of sea scientific research on continental shelf, in internal seawaters and on the exclusive economic zone of Russia will be prepared. By preparation of the concept of the Mining code Ministry of Natural Resources is going to develop a mechanism of transition to civil legal relations in the utilizing of mineral resources.
